The CiLCA qualification is awarded by Ascentis .

It is currently under revision by SLCC. The Portfolio guide is currently in the final stages of revision and will be available here when it is published.

Submission of portfolios for marking is still via SLCC who provide the administrative support for the scheme.

A Clerk who achieved CiLCA under earlier versions still holds CiLCA – there is no need to retake the qualification, although some are choosing to do so.  However, a Clerk who holds the pre-2012 version must undertake and pass the additional General Power of Competence (GPC) module if their council wishes to meet the required criteria to adopt and utilise this power.  Seek further guidance from the office if this is the case……..

‘Registration’ refers to the date a candidate formally submitted their paperwork to SLCC with the accompanying fee in order to put forward a portfolio for marking. This does not relate to any training before registration undertaken towards achieving the qualification.

Candidates who registered prior to 1 January 2015 had two years from date of registration to complete and submit their work based on the 2013 version of the portfolio.

Candidates who registered after 1 January 2015 had  one  year from date of registration to complete and submit their work based on the 2013 version of the portfolio.

Candidates registered under the 2015 version of the portfolio have  one  year from date of registration to complete and submit their work.

The National  Training Strategy has produced a factsheet for elected members, which may be helpful in understanding the benefits of staff studying for, and achieving CiLCA – please see here:
